I'm looking for input, manuals, websites, etc....that can clearly
explain how to convert HVDC to HVAC.

Also, how to change the frequency of the voltage from 60 Hz to higher Hz?

In order to change DC to AC, you need to run it through a "chopper" type
circuit. Modern SMPS found in most consumer electronics do this. But doing it
at high voltages would be a problem from a component standpoint. You're better
off creating your HVAC from a low voltage source assuming you don't need large
amounts of current as well.

Your question is incomplete. What voltage to what voltage, and 60 Hz to
what frequency? Then, how many amperes must it deliver?

Basically, you chop or oscillate the DC at the frequency desired, and run it
through a transformer. But as to the details of "how," it depends (see
above).
