Well, I finally got it repaired and it turned out to be bad solder
points on the inline tuner just like yall said.
Ammons and Brown on Broadway in Knoxville, Tennessee charged 43$ to
resolder the bad spots and run some extra grounds.
It took just over a week to get it back from them once I dropped it
off.
He gives a 90 day service warranty.
He talked like it was a simple enough thing to do, like it was
something that I could have done myself.
But I have only soldered 1 other thing before and I found that I was
not yet very skilled at that.
He did nothing to the EEPROM and it has been working fine since I got
it back.

He said he has worked on TVs for 30 years and in all that time he has
had 3 good shocks that scared him at the time.
The worst one, he said, was once when he got to close to a TV
transformer and it went in through his right elbow and came out his
left pinky finger.
He said that finger went numb for a few weeks and turned white like it
was about to fall off but it retuned to normal eventualy lol.
He said he never went to the hospital for any of those injuries.
