I need to build inexpensive 20V 3A DC regulated power supply
with low ripple effect.

Can someone email me a parts list and schematic and parts layout. I do
have Eagle CAD

you can achieve your specs using LM317(3-Terminal Adjustable Regulator) You
can find needed information in LM317 datasheet.

Your parts list, schematic, and parts layout will be in your email within
two weeks, fourteen calendar days, meeting all of your specifications
save two.

Eagle Cad will require a $3000.00 surcharge.

"Low ripple effect," because of the vagueness of the specification, will
require a $6,000.00 retainer, with the remainder of the fee to be
determined upon finalization of the agreement on the definition of what
exactly is meant by "Low ripple effect."
