20" JVC TV model:C-20710,chassis:C43 no tuner

20" JVC TV model:C-20710,chassis:C43,year:Sept 1996,Canadian
model,made in Mexico (soon our national flag will be made in
Mexico,Korea or China) no tuner signal only bright white screen with
barely visible on screen menu words,also during auto program it cannot
lock into a usable tv station reverts to ch2 as it though no cable
input is connected to tuner.Another problem is picture is missing
about 2" at the bottom and 2" at the top.
My guess is that the EEPROM is the culprit,what do you guys think?I
could not find any common repair tips for this unit,does anyone have
any tips?.Here is more info on what part this model/chassis uses:

Flyback # FSJ-21B001 (Samsung)
Yoke:DSE-2192FA (Samsung)
Q522=2SD1878
IC421=LA7830
R542=1.8 ohm,2 watt
C424=100 Uf,35V (which I replaced)

The service manual, and parts are available from JVC, or any of their
authorized parts distributors. If you have the necessary tools,
training, and experience to work on it, you should be able to service
it.

You probably will not find any common repair tips for JVC as they are a
low volume brand with no 'common' set of failures. (except for surge damage
power supply part failures that are common but still require full
troubleshooting to make sure no others are missed)
You should not try and guess at the cause. Start with the basics, check
all voltages required per the service manual. At a minimum without a
service manual you can bet the system control needs a good 5v, good ground,
good reset, and clean clock and data. You also should look for the signal
voltages, typically 5v,9v, and/or 12v. Then follow further back with the
system control must haves to unblank the video, hsync,vsync.

Many brands/models will still allow a pwoer up with the eeprom completely
disconnected, check to see if JVC will allow this as a troubleshooting
method.

I am strongly inclined from lots of experience on modern clock and data
controlled sets and related problems to think that the basic must haves
listed above will probably point you in the right direction. It needs noted
that many times a 4 or more channel digital storage o'scope with logic level
indications is very handy.
