How could I feel the difference between a 16000 DPI mouse and cheap
ones? Graphic design? CAD/CAM?

You use dpi range according to resolution.
The higher screen resolution the higher dpi you use.
You will only feel difference how fast the mouse breaks lol

So the DPI rating of a mouse is related to nothing but just the size of
the monitor?

DPI - dots per inch - not size of monitor but basicaly the pixel density on screen
if you have hi-res monitor and low dpi then your mouse will move very slow.
Although you can find your sweet speed point by switching dpi modes
